SEEFOR to engage 2,000 Bayelsa youths – Coordinator

The Bayelsa State Employment and Expenditure for Results (SEEFOR) Project is an International Development Association (IDA) and European Union (EU) assisted Project in the State with the objective to enhance opportunities for employment and access socio-economic services, while improving the public expenditure management systems in the State.

SEEFOR, an initiative of the World Bank, European Union (EU), Federal Government of Nigeria and the Bayelsa State Government, it's  designed among other things, to create employment by training youths on entrepreneurial skills.

Seefor Empowered 1226  youths in 2015:

In 2015, no fewer than 1,226 youths drawn from different parts of the state participated in a two-day entrepreneurship and money management training for public works beneficiaries organised by SEEFOR to round off the programme which lasted one year.

Within the period, the beneficiaries were trained in other areas such as technical and vocational skills acquisition and community-driven development services in the last one year. They were paid a monthly allowance of N20, 000 each and N5, 000 as compulsory savings during the period.

Seefor to Employ 2000 Bayelsans in 2016 :

In a statement made in Abuja, Feb. 25, 2016 (NAN), Mr Anyens Adogu, Bayelsa State Coordinator, State Employment and Expenditure for Results (SEEFOR) project, said the programme would engage no fewer than 2,000 youths in 2016.

Adogu told the News Agency of Nigeria (NAN) in Abuja on Thursday that the youths were expected to be employed in the informal sector in the state.

NAN reports that the SEEFOR project is being funded by the EU and the World Bank.

The project is being implemented in four Niger Delta states of Bayelsa, Delta, Edo and Rivers through the Ministry of Budget and National Planning.

It could also be recalled that the European Union (EU) earlier this year, in January 2016, released €40million grant to the World Bank which will serve as additional finance for the four participating states of Bayelsa, Delta, Edo and Rivers in the State Employment and Expenditure for Results (SEEFOR) Project of the World Bank.

Task Team Leader (TTL) of the SEEFOR Project, Mr. Ismailia Ceesay, disclosed the news, during a two-day Mid-Term Review Mission visit to the SEEFOR Project office in Yenagoa, the Bayelsa State capital, by officials of the World Bank, the Federal Ministry of Finance and the Federal Ministry of Budget and Planning.

Also, in a press release signed by Tarinyo Akono,  Communication Officer, Bayelsa SEEFOR, Ceesay stated that the SEEFOR Project is designed to provide visible outcomes that will promote peace and prosperity in the Niger Delta.

He commended the State Project Coordinating Unit (SPCU) for implementing Component A1 of the project in a satisfactory manner.

Ceesay added that the Task Team will provide support to the SPCU to deliver the Project Development Objectives of enhancing opportunities for employment and access to social-economic services while improving public expenditure management system.

ASSIGNMENT TITLE: Consultancy to Conduct Training for SPCU Staffs and Contractors on the Techniques of Labour-intensive Public Works in Bayelsa State.

The Federal Government of Nigeria has received credit from the International Development Association (IDA) and grants from the European Union (EU) towards the cost of implementing the State Employment Expenditure for Results (SEEFOR) Project in four (4) Niger Delta States of the Country. The overall objective of the project is to enhance employment opportunities access to socio-economic services whilst improving the Public Finance Management system of participating states. Bayelsa State is one of the beneficiaries of the credit and intends to apply part of the proceeds for consulting services to conduct Training for SPCU Staffs and Contractors on the techniques of Labor-intensive Public Works in Bayelsa State.

The Consulting Services (“the Services”) include conducting Training for SPCU staffs and contractors on the Techniques of Labor-intensive Public Works interventions in Bayelsa State.

The State Project Coordinating Unit now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
(i) The Consultant/Team of Consultants/Firm shall be led by a qualified Cost Engineer with a degree from a recognized University and shall have a minimum of ten (10) years of field experience, five (5) of which should be in capacity building for labor-intensive public works
(ii) Other members of the team should include a specialist in waste management with proven experience in delivering training in the specified fields
(iii) The teams should be fluent in the English Language with good writing and reporting skills
(iv) Special performance would be given to consultants/firm who has successfully undertaken similar capacity training for contractors implementing public-works contracts in roads and renewable energy the local country context.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 Edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Consultant Qualification selection method set out in the Consultant Guidelines.
